  • Communications Regulatory Authority (CRA)

Regulations

  • CRA Authorisation for imported telecommunications and wireless equipment is required.

Guidelines

  • CRA  Authorisation is based upon review of existing foreign standard test reports such as EN or FCC test reports.
  • The Commission may obtain a sample of the equipment held by the Authority for testing to verify conformance to the Commission’s requirements

Electrical Safety

Regulatory agency

  • Qatar General Organization for Standards and Metrology (QGOSM)

Regulations

  • Imported products are subject to the QGOSM Certification Program (QGOSM).
  • CoC, issued by an entity authorised by the competent official agency in the country of origin, is required for all imported regulated products.
  • Every new shipment requires a Certificate of Registration (CoR) and CoC. Repeat applications (for the same product) with a valid CoR will expedite the issuance of CoC.
  • Testing by an accredited test laboratory is required.
  • All imported consignments must bear a non-removable indication of origin.
  • Compliance with QGOSM and KAHRAMAA standards.
  • EMC compliance is required for the above, for products with telecommunication function.

Guidelines

  • Pre-shipment Inspection (PSI) is required for CoC.
  • The authorities in Saudi Arabia may also take random samples from imported consignments to verify compliance.
  • In the event that a shipment arrives at any Qatar port without a CoC, the shipment will either be rejected or require product testing by an approved local test laboratory.

Regulations

  • The KAHRAMAA Certificate is issued for registered products with Qatar Standards, Metrology and Quality Organisation (KAHRAMAA) for Energy Efficiency Labels, based on requirements according to applicable KAHRAMAA standards.

Guidelines

  • Each product model is required to be registered with KAHRAMAA and labelled with an energy efficiency rating.
  • The rating will be assigned based on the results of energy performance tests according to recently approved Qatar standards.
  • Appliances will be assigned a rating of one to six stars. The greater the number of stars, the higher the energy efficiency.

Product categories that require mandatory energy efficiency labelling include:

  • Air conditioning equipment

  • Cooling equipment for households (electrical refrigerators, freezers and combinations thereof)

Information and Communication Technology (ictQATAR)

In accordance with Article 2.11 and Article 4.5 of the Telecommunications Law, the Ministry of Information and Communication Technology (ictQATAR) has the statutory duty to establish an effective approval regime for telecommunications equipment and for that purpose, set the necessary procedures through The ‎Communications Regulatory Authority (CRA) for the approval of telecommunication equipment or their types for attachment to the telecommunications networks in Qatar including approval of equipment previously approved by organizations or other countries.

Type Approval is the procedure by which Radio Equipment and Telecommunications Terminal Equipment (RTTE) is authorized by ictQATAR to be imported into or to be used in Qatar and involves verification of the equipment’s compliance with the applicable standards and requirements. The Type Approval Policy applies to all RTTE imported or manufactured in Qatar, whether for marketing/commercial purposes or for private use, and applies to any Person that is the initial or first point of supply of RTTE in Qatar.

Certificate of Conformity (CoC) for products exported to Qatar

To ensure that products imported into Qatar meet the security, safety, health and environmental requirements, the Government of the State of Qatar, through the Qatar Ministry of Environment and the Qatar General Organization for Standards and Metrology (QGOSM), has launched on 15th September 2011 the Product Conformity Assessment Program. To get customs clearance for the goods exported to Qatar, each shipment must accompanied with Certificate of Conformity (CoC).
